It can be crafted at mission terminals I think or obelisks, you have to beat a boss to unlock it and use it, or if your in SP and want a bit of corner cutting, turn creative mode on and off too be able to craft and use itIt was never in the fabricator, you have to go to Obelisks, or Loot drops, but first you need to get the engram to see it.
