Bloodied Explosive Fixer Advice. So in my 2 months I've haven't really got into the whole bloodied thing. I have a armor reducing, explosive fixer that I really like. So, today for kicks and giggles, I was making a fixer for my alt that is approaching 50. I bought 4 modules blah blah, and boom: bloodied, explosive, 50 damage reduction/aiming Fixer.
Get the combat rifle plan (you may already have it). Build an enormous surplus of combat rifles (any level will work, but I recommend lower level due to requiring less parts). Explosive is the second star, and yes, that or faster fire rate would look good on your fixer. For the third star, 25% less vats cost is a sweet spot, but if you pull off those first two you're already ahead. I have a 2 star bloodied 25%faster fire rate and it's awesome without the 3rd star. It depends on Your build. In use there's no significant difference between Fixer and handmade. All mods and legendary effects being the same Fixer has slightly higher damage and uses slightly less action points, handmade has slightly lower damage but is more accurate and misses less shots so their actual DPS is about the same.
