My understanding of the lore is as follows : DDLC is one of two simulations made by these developers (Salvato) to see how people would behave in a simulation to see if they themselves are in a simulation, which of course, they are. My misunderstanding lyes within Monika’s actions throughout the game, and the difference between DDLC and DDLC+.DDLC Plus possibly sort of teases its existence. It's vaguely semi-connected to DDLC despite Dan stating that it wasn't going to be. At least, that's how DDLC Plus's new lore implies it.
