It's just random chance and you're having a run of bad luck. You will find basic tools eventually. Maybe you are just unlucky, I have like 3 Basic And 3 expert. But only one (one use) advanced. Took me an age to find one too. A life changer for me though was that the purple stashes on your PDA always hold some kind of tool kit in them (that includes gunsmithing set and medical creation kit). Every 8 stash coordinates you acquire you'll get a green stash, you get stashes by completing missions and looting dead stalkers you (or someone else) killed.
