Why do these tools need to be a resource in BG3, exactly? Like food has to be a healing resource. Why? Who likes this kind of micromanagement, especially when it's really gamey and don't make sense. If you roll a lock successfully you keep the tools. If you fail you lose the tools, they break. You can repeat a lock if you fail. you just use a fresh set of tools. You can also just back out of the attempt and keep your tools if you don't like the odds. So if you are greedy or you haven't got a good rogue you will break a lot of tools.
