Recently Lost Sectors have started to require that you discover/complete (not sure which, I just completed them all anyway) all normal lost sectors before a legendary will become available. It's not showing up for anyone because bungie disabled it due to cheese. Bungie disabled it due to an "issue." Either that means something was broken making it ridiculously hard or people found a way to cheese it and farm exotics insanely fast. You could skip everything but one champion and the boss to get platinum rewards in less than a minute.
